Affordable Homes at La Sevilla

La Sevilla includes three affordable one-bedroom homes offered in compliance with State of California and City of Rolling Hills Estates. These homes are available to qualified buyers who meet specific income, residency or employment, and financing criteria. The affordable homes are subject to City-required affordability covenants and resale restrictions, which help ensure long-term affordability within the community.

WHO MAY QUALIFY

To be eligible to purchase one of the affordable homes, buyers must meet all applicable City requirements.

Household income must fall within the California State Income Limits for moderate-income households, as published by the Department of Housing and Community Development (HCD), in April of each year. Maximum income limits for moderate-income households is equal to 120 percent of the County of Los Angeles’ Area Median Income (AMI), adjusted for family size:
1-person Household Moderate Income cap: $90,800
2-person Household Moderate Income cap: $103,750
3-person Household Moderate Income cap: $116,750

Income eligibility is based on total gross household income from all sources and household size, as determined through the City’s income certification process.

Income eligibility will be verified through a City-administered income certification process, and all required income documentation must be submitted as part of the application.

During the initial 30-day marketing period, preference will be given to interested buyers who meet one of the following criteria: individuals who have lived or worked in the City of Rolling Hills Estates continuously for two or more years prior to the marketing start date, or individuals who have lived or worked continuously for two or more years within the Palos Verdes Peninsula, defined as ZIP codes 90274 or 90275.

Buyers must obtain an unconditional loan approval, subject only to appraisal, from a recognized lender. A preferred lender is available to assist qualified buyers, though buyers may use another lender provided the loan approval meets City requirements.

The affordable home must be purchased as the buyer’s primary residence. Rentals, second homes, or investment purchases are not permitted.

Affordable homes are subject to recorded resale restrictions that limit future resale prices and regulate resale procedures. Buyers must execute a City-required Affordable Housing Agreement and Resale Restriction document prior to closing escrow.

HOW THE PROCESS WORKS

Interested buyers must complete the Affordable Housing Interest List form on this website. Submission of the form does not guarantee eligibility or availability.

After joining the Interest List, applicants will be reviewed to determine when and how their application may be accepted based on City requirements. During the first 30 days of marketing, applications will only be accepted from buyers who have lived or worked in Rolling Hills Estates continuously for two or more years or who have lived or worked continuously for two or more years within the Palos Verdes Peninsula, ZIP codes 90274 or 90275. Applicants meeting these criteria will be contacted first to proceed with tours, loan qualification, and application submission. After the initial 30-day preference period has concluded, applications may be accepted from all other interested buyers, subject to availability and qualification requirements. Meeting the residency or employment preference does not guarantee selection but establishes eligibility to participate during the applicable application window.

Eligible applicants will be contacted to confirm basic qualification criteria, schedule an in-person tour of the community, and receive the Purchaser Information Packet, which outlines income requirements, resale restrictions, and next steps in the process.

Applicants must obtain an unconditional loan approval, subject only to appraisal. Applicants may work with the preferred lender or another qualified lender, provided the loan approval meets City requirements.

Applicants will complete the City-required qualification application and submit all required supporting documentation. A dated confirmation will be issued once a complete application package is received.

The City of Rolling Hills Estates will review submitted applications and confirm qualified buyers based on income limits, household size, and program requirements.

Qualified buyers will be invited to select an available affordable home based on preference status and the date a complete application was received. Buyers will proceed with executing a purchase contract and moving forward with escrow.
